We think it's true but Chris or Rihanna haven't spoken about it yet.
We didn't notice until later but Chris Brown already had the tattoo plastered on his neck at the VMA's.
But more importantly, it is disturbing to a lot of people because he now permanently has an inked image of a woman with a battered face on his neck.
